USO Contango

I have held USO since last year when it was $30 a share, now its about $15. I am trying to buy shares at the current price and have an average price of $20.

Part of my concern is with the contango futures effect. In other words, when this ETF doesn't follow the rebound of the commodity it is tracking.

How does one tell is a specific ETF will track properly during a price recovery?
