It is simply a measure of the difference between the 20 SMA and the 20 EMA.
I find that it works best on the /ES on 1 hour charts.
It does not work when there are gaps - for some reason it just goes completely wonky.
For that reason, it doesn't work on the SPY very well because there is always a gap between evening's close and the morning's open. /ES trades all night so it gives a good smooth reading.

Sudden violent moves can also make it unreliable for a couple of cycles (~40 bars or so)

I have used it on daily charts but I don't think it works as well - perhaps if you play with the settings, you might find a better way.
