We commonly think that these are HFT price bids that get sent out as feelers and the filter misses them on the charts. Sometimes you will see these on many platforms at the same time.
Often times within a few days they will get hit, most interestingly when the price tags the bar, it wither rebounds off it or rests around it.
Don't use it as a sole indicator, just something to keep in the back of your mind.
