It also didn't work well when Nixon implemented price controls on things like beef and oil. Whenever there is natural demand for a product (beef, oil, shorting a stock), and you BAN purchase of the product, you simply INCREASE demand vs supply. If you ban beef, it makes the price of beef skyrocket. If you ban oil, you just make the price of oil skyrocket.
