OK Al: If you are bearish on the market or you "hedge" your various long positions, you buy VIX calls. This is what many people do today, since the action is in trading VIX calls and not puts.
CAVEAT: in principle, you could get similar C/P vol. ratio if a lot of people sell their calls or simply "write" calls...Therefore, one has to analyze other details of the options action, like bid/ask ratios, where do the large packages go (to bid or ask?) and how closely is the option action shadowing the "official" VIX value?
